How to Complete an EUR1 Form

Looking to cut down on import duties for your goods? If you are exporting to countries with trade agreements in place, the EUR1 form could help you reduce or remove customs charges altogether. Here is a step-by-step guide to completing it the right way.

An EUR1 certificate (also known as a ‘movement certificate’) allows goods to be imported into certain countries at reduced or zero duty. Completing the form correctly is vital — here's what you need to know, box by box:

Box 1 – Exporter
You must be a UK or Isle of Man-based company, or be acting on behalf of one. If you’re exporting from the Channel Islands, your EUR1 must be stamped there.

Box 2 – Destination
Insert the name of the specific destination country.

Box 3 – Consignee
Add the consignee’s name (optional, but recommended).

Box 4 – Origin
Pre-filled as “UK”.

Box 5 – Country of Destination
Repeat the destination country here.

Box 6 – Transport Details
Leave blank.

Box 7 – Remarks
Include only if applicable. Common examples:

  • “Duplicate” – if the original was lost
  • “Issued retrospectively” – if applied after goods have left the UK

Box 8 – Goods Description & Packaging Details

  • List each item separately and clearly (1, 2, 3...)
  • Include identifying marks, number and type of packages, and a clear product description
  • For bulk goods: state “In bulk”
  • For mixed consignments: clearly mark originating and non-originating goods
  • Finish with a “Z” line to cross out unused space

Box 9 – Weight/Measure
Add gross or net weight in metric if possible.

Box 10 – Invoices
Include invoice numbers and dates (where applicable).

Box 11 – Customs Endorsement
Leave blank.

Box 12 – Declaration by Exporter
Your signature here confirms accuracy — and carries legal responsibility. Any edits must be signed and endorsed.

Application Page Notes:
Include your declaration type (a or b), tariff heading, and any evidence of UK origin. Use the format provided for either manufacturers or traders.
